[Closed on March 6, 2023] The Ministry of Education on 112 Year “Ocean of Knowledge to Build Dreams” and the “Ocean of Knowledge to Build Dreams in New Southward” Award to help students apply for internship programs abroad

In order to encourage public and private colleges and universities to send outstanding students to foreign companies and institutions for internships, and to cultivate professionals with international vision and practical experience, according to the “Ministry of Education Encourages National Colleges and Universities to Send Students to Study or Internship Abroad, Key Points for Internship Subsidies for Foreign Majors” (Appendix 1) and “Key Points for Tzu Chi University to Handle the Subsidies of the Ministry of Education” (Appendix 2). Teachers who intend to apply for the plan are welcome to complete the plan writing and apply within the deadline!

【Explanation】

1. “Ocean of Knowledge to Build Dreams”: using the channels of international cooperation programs, students are selected to go to overseas “non-new southbound countries” enterprises and institutions for workplace internships (excluding mainland China, Hong Kong, and Macau), which will be arranged by the recommending schools themselves. Internship institutions and planned internship areas enrich the internship courses, implementing the integration of learning and application and strengthen career and life counseling.

2. “Ocean of Knowledge to Build Dreams in New Southward”: select and send students for workplace internships to companies and institutions with potential for development in the “new southbound countries”, so as to cultivate students to better understand the culture, lifestyle and background of each country, which will help in the future. Also for development of relations and cooperation with other countries.

※New southbound countries refer to 18 countries including Indonesia, Vietnam, Laos, Brunei, Thailand, Myanmar, Philippines, Cambodia, Singapore, Malaysia, India, Pakistan, Bangladesh, Nepal, Bhutan, Sri Lanka, New Zealand and Australia.

【Internal Review Standards】

1. “Ocean of Knowledge to Build Dreams”: Office of International Affairs will collect and arrange the priority of each application, and then send it to the Ministry of Education for review. After the Ministry of Education announces the result of the approved amount, it will be subsidized accordingly.

2. “Ocean of Knowledge to Build Dreams in New Southward”: after the application documents are compiled by the Office of International Affairs, they will be sent to the Ministry of Education for application. The Ministry of Education will review and approve the subsidy amount on a case-by-case basis.

【Applicants and Eligibility】

1. Program host: If a full-time teacher of the school acts as the project host, one co-host may be hired. The co-host should be a full-time or part-time teacher of the school.

2. Eligibility of selected students:

      1. Must have the nationality of the Republic of China and have household registration in Taiwan.
      2. Current students who have been enrolled in the school for at least one semester, excluding domestic and overseas on-the-job special class students.
      3. Participating students should pass the professional and language proficiency requirements stipulated by the recommended school.
      4. Cannot receive other overseas subsidies provided by the government of the Republic of China at the same time.
      5. For the same applicant and the same education stage, the subsidy is limited to one time.

【Application Period】

    1. Receipt date:
      From now until 17:00 on March 6, 2023 (Monday) (overdue will not be accepted) The school’s full-time teachers (project hosts) who are interested in applying should submit a sub-project proposal within the application period, and submit an application to the Office of International Affairs after approval by the department to which they belong. The program host submits the electronic file of the plan, the internship agreement letter of the internship institution or the cooperation contract to the Office of International Affairs. After review, the Office of International Affairs will notify the program host to hand in the printed hard copy, so as to facilitate the subsequent correspondence for the education department application.
    2. Before March 10, 2023 (Friday):
      The project host uploads the plan, the internship agreement of the internship institution or the cooperation contract to the official website of the “Ocean of Knowledge to Build Dreams” project. After the program host completes the application materials in the system, please notify the Office of International Affairs for review. If the program host does not have an account password, the Office of International Affairs will assist in setting up the program host system account and project case, and send the account password to the program host.
    3. The Office of International Affairs issues a document and sends it to the Ministry of Education for review:
      before March 31, 2023 (Friday)
    4. The Ministry of Education announced the results of the verification and the amount of the subsidy:
      May 31, 2023 (Wednesday)
    5. Send the approval results of the Ministry of Education to the host of each plan:
      before June 30, 2023 (Friday)
    6. Plan implementation and verification:
      from June 1, 2023 to within one month after the students return to Republic of China

【Application for Submission of Documents】

2. Internship agreement or cooperation contract of the internship institution (please pay attention to whether the cooperation contract is overdue and whether the number of internship days meets the plan regulations)

【Departure period】

If this application is approved, the selected students must set off to go abroad for internship no later than October 31, 2023, and there will be no extension. Those who do not go abroad by the deadline will be deemed to have given up their eligibility for the scholarship.

【Fund allocation principle】

1) Subsidy for program host or co-host:

1. Limited to one person, the living expenses shall not exceed 14 days at most (there is no need to collect receipts for daily living expenses abroad) and shall be limited to before the end of the plan period set by “Amount of Daily Amounts of Living Expenditure for Personnel on Business Trips to Various Regions Abroad”. It can only be disbursed by grants approved by the Ministry of Education.

2. More than three students should be selected for each project to go abroad for an internship. If there are less than three students, no subsidy will be given to the project host for international round-trip economy class air tickets and living expenses.

2) Subsidies for students:

1. A round-trip economy class air ticket must also include living expenses, of which the living expenses cannot exceed the “List of Public Funding Items and Payment Amounts for International Students at Public Funds” issued by the Ministry of Education.

2. The period of internship in foreign internship institutions shall not be less than 30 days (excluding round-trip transportation days), and the maximum subsidy shall be limited to one academic year; for those who go to Indonesia for internship, the period of internship in foreign internship institutions shall not be less than 25 days ( Does not include round-trip transportation time).

【Precautions】

    1. The host of the program should log in to the official website of the “Ocean of Knowledge to Build Dreams” project to fill in the basic personal information of the selected student, the schedule of departure and return, and the schedule of the internship within two weeks after the selected student leaves the country.
    2. Sign the administrative contract before going abroad: 3 copies for each student, the project host, co-plan host, students and their guarantors sign the contract and return it to the Office of International Affairs.
    3. Application for advance payment: After the school signs the administrative contract with the selected students, the subsidy funds will be allocated twice. Before the students go abroad, the first funding will be allocated, and it must not be less than 80% of the subsidy approved by the Ministry of Education.
    4. The project host shall upload and submit the achievement report in accordance with the regulations of the Ministry of Education within one month after the end of the overseas internship program.
    5. To select and send students (the host should supervise the selection of students) within one month after the end of the overseas internship program, according to the regulations of the Ministry of Education, they should fill out the questionnaire and upload the experience report in Chinese or English within 1,000 words (each reports need to have more than eight photos), and a documentary video, so as to facilitate the completion of the verification work within the specified time limit. If the student experience report of the same project is not fully completed, the case cannot be closed.
